Partial compliance with the Quebec government’s accessibility standard

The content of the website hec.ca is subject to SGQRI-008 2.0, which is the Quebec government’s website accessibility standard (PDF, in French only, 146 Ko). This standard is based on the Web Content Accessibility Guidelines (WCAG 2.0).

All web content must satisfy the conformance requirements set out under WCAG 2.0 relating to:

all Level AA Success Criteria, except criteria 1.2.4 Captions (Live) and 1.2.5 Audio Description (Prerecorded)
Level AAA Success Criteria under the rules 2.3.2 Three Flashes and 3.1.4 Abbreviations
one of these two WCAG 2.0 conformance requirements: Level A 1.2.2 Captions (Prerecorded) or Level AAA 1.2.6 Sign Language (Prerecorded), using Quebec Sign Language (LSQ – langue des signes québécoise).

This declaration of partial conformance currently excludes the following websites and web applications:

Functional and graphic accessibility

Navigation

There are two ways to navigate the website: a main menu and a search engine.
There is visual consistency throughout navigation.
No new windows open automatically.

Links

The links present in texts are visually different.

Screen orientation and size

It is possible to change the display orientation.
No feature or content disappears in adaptive view.

Rich and multimedia content

Each new video and audio content has a title and/or a summary.
Flash effects are limited.
Information is not provided solely through shape, size, or location.

HTML and CSS accessibility

General structure

Title hierarchy is logical and exhaustive.
HTML flow order is consistent from one page to the next.

Page title

The <title> of each page is precisely indicated.

Languages

The main language of the page is identified with the lang attribute in the <html> tag.

HTML grammar

HTML code is valid based on the DOCTYPE grammar rules used.

Images and icons

The alt attribute for <img /> and <input type="image" /> tags is managed.

Forms

The <label> tag as well as the for and id attributes are used to label fields with a visible name.
Input assistance is integrated directly into the <label> tags.

Lists

Unordered lists are defined by the tags <ul> and <li>.
Ordered lists are defined by the tags <ol> and <li>

Use of CSS

CSS are used to format texts.

Quotes

Quotes are defined by the <blockquote> tag.

Tables

Tags and attributes specific to data tables are not used in formatting tables.
Formatting tables are read in the correct order.

Components of rich interfaces

Radio buttons are customized with CSS.
Check boxes are customized with CSS.

Editorial accessibility

HEC Montréal’s commitment

HEC Montréal cares about making its campus continuously more inclusive. It is currently working to make its website hec.ca and satellite websites compliant with Quebec’s accessibility standard.

Initial steps

Deloitte Digital evaluated the accessibility of the hec.ca website.
A series of improvements were made to resolve some of the problems identified.
A web accessibility working group was created to:
- define a guide of standards and processes ensuring accessibility of HEC Montréal websites
- approve the creation of a guide for the HEC Montréal community to help implement these standards.

Next steps

Update the HEC Montréal policy on the integration of persons with disabilities, by incorporating the government requirements on web accessibility.
Acquire a new content management system (CMS) to help apply web accessibility standards.
Start overhauling the hec.ca website and progressively incorporating all government requirements.
