Exemptions Requirements


As a Belgian, Danish, Finnish, French, Greek, Luxembourgish, Norvwegian, Portuguese or Swedish citizen, you can register with the Régie de l'assurance maladie du Québec (RAMQ) (upon meeting certain requirements). 

In this event, you can replace the School's health insurance plan with the insurance of the Régie de l'Assurance Maladie du Québec (RAMQ)


Warning RAMQ plan is the only insurance which can replace the School's health insurance plan. There are no exceptions.


Warning The School's health insurance premium can only be refunded upon presentation of proof of RAMQ insurance presented before the deadline.

RAMQ eligibility conditions

You are eligible for the RAMQ plan, without charge, if you satisfy all three of the following conditions:

  • You are a full-time student (part-time students are not eligible for the RAMQ).
  • You are a citizen of Belgium, Denmark, Finland, France, Greece, Luxembourg, Norway, Portugal or Sweden.
  • You were covered by your country’s social security system when you left for Québec (as an insured person or someone having the rights of an insured person).
  • If you are a French citizen, you must be covered in a Caisse Primaire d'Assurance Maladie (CPAM) or in a student health insurance plan on the date of your departure for Québec.


RAMQ coverage

The RAMQ covers medical care from generalist and specialist physicians, as well as hospital expenses. Please note that dental care, eye care (glasses) and medication are not covered by RAMQ.


Warning Kindly refer to the RAMQ health insurance site for all the details on services covered.


For costs not covered by the RAMQ, you may wish to buy an optional supplementary insurance plan from your home country before your arrival.  




A - Before you leave your home country 

Before you leave your home country, you must obtain the form mentioned below and have it signed by your country’s social security authority.



Beligum Form BE/QUE 128-QUE/BE 128.
Denmark Form QUE-DAN4 "Gule Sygesikringsbevis" issued by the health department in Copenhagen.
Finland Form SF/Q4 issued by the Social Insurance Institution.

SE-401-Q106 form (Attestation d’affiliation à leur régime de sécurité sociale des participants aux échanges et établissements d’enseignement supérieur) issued by CPAM (Caisse Primaire d'assurance maladie de votre domicile) even if you're registered to student social security.

Important: This form must be issued by the CPAM covering you during the past year and must be signed by your school.

Greece Form Qué / Gr 6 form issued by the Social Insurance Office.
Luxembourg Form LUX-QUE4 issued by the Caisse de maladie luxembourgeoise.
Norway Certificate issued by the National Office for Social Insurance abroad.
Portugal « Declaraçao Segurança Social » issued by the Social Insurance Office.
Sweden  Swedish social security certificate issued by the National Social Insurance Office.



B - Arrival in Montréal 

As soon as you arrive in Montréal, you must take the steps described below. 


Register with the RAMQ

Here are the steps to follow: 

1. During your orientation day or as soon as you arrive, obtain the following document from the Registrar's office (Decelles building, 5.120) :

  • Certification letter of full-time studies with an address in Montreal

2. With this document  you must go to the RAMQ's office:

3. You must go to the RAMQ in order to obtain your “attestation of registrations to RAMQ”. This temporary document  proves that you are registered with the RAMQ. Keep a copy in a safe place!   

4. We suggest you to go to the RAMQ early in the morning with all original documents in hand. You will also need an address in Montreal to receive your health insurance card.

5. Present the proof of eligibility (“attestation of registration with the RAMQ”) at the Admissions Service of the Office of the Registrar (Decelles building, 5.120) before the deadline. Please consult the academic calendar here.


Warning These procedures must be completed before the due date of the payment of the university fees (see academic calendar). Once these procedures have been completed, the Office of the Registrar will be able to refund the premium of the university’s medical insurance plan, which will have been automatically billed at the moment of your enrolment.
Warning The premium of the School’s medical insurance, that was automatically billed to you, will not be refunded  after the due date of the payment of the School ‘s fees.
