Non-residents of Québec

The ministère de l'Éducation, du Loisir et du Sport Québec obliges Quebec universities to apply differential tuition fees to all Canadian citizens or permanent residents born outside of Quebec deemed "non-residents of Quebec". This government policy is intended to make Quebec tuition fees comparable with those in effect in other provinces.

Students deemed "non-residents of Quebec" or those who have not supplied a birth certificate that proves their place of birth must pay tuition fees applicable to Quebec residents plus a lump sum of $119.99 per credit.

Students can be exempted from these charges if they present one of the following items:


    • A Quebec selection certificate (CSQ) or official letter from the ministère des Relations avec les citoyens et de l'immigration du Québec attesting that you are the holder of a CSQ;

      or
    • A loan certificate issued by Aide aux études of the MELS for the current year or a previous year, if you have been studying in Quebec since that year;

      or
    • A certificate stating that you are a member of an aboriginal nation established on the Quebec territory.

If you can not provide this documents, you must fill the form Attestation of Québec resident status for Canadian citizens and permanent residents of Canada and attach the supporting documents required and return it immediately to the Registrar’s office.

 

The change in status takes effect only starting from the semester in which the documents are submitted to the Registrar’s office, and will not be retroactive for previous semesters.
